The practical consequence for clients is a specific one. A finance function is not assessed from the outside; the same closing schedules, inventory valuations, cost sheets and bank covenants have been prepared and defended from the other side of the table. Reviews therefore tend to identify not only what is non-compliant, but what is inefficient.
